Someone in the city guard may be using skooma, and the Jarl has asked for Zaria's help in stopping it. Zaria plans to brew an invisibility potion disguised as a bottle of skooma. I should give the bottle to the guard suspected of using skooma in the Falkreath Barracks. Now that I understand Zaria and the Jarl's plan, I should obtain the disguised potion from Zaria.
