I have read the third volume of Fishing Mastery. All of the fish I need to catch to complete the challenge can be caught at fishing spots wherever there is freezing water near snow and ice. The docks of Windhelm, the water near Dawnstar, and the small lake near Nightgate Inn were mentioned as places I could try casting my line.
